How do you write MSDS and risk assessment for this project: making a multi-purpose flashing LED?

I'm sorry But I'm not sure what you mean... so I'm going to wing it!
I cannot think of a chemical compound that would exist inside an LED However you would definately need an MSDS for the "battery" powering the LED and make sure you get the proper Material Safety Data Sheet for the correct type of Battery as there are many different kinds now (Alkaline, Lithium Ion, Nickel Cads). Your risk assesment definatley needs to be created in house for the fact that the Flashing LED is YOUR product. So, you need to indicate any points or areas in the wiring were potential faults could exist. Therefore creating fire hazards. Of course these are LED's! So considering that they aren't that powerful you probably are not going to be requiring a humongous battery of any kind.
BUT! Even Watch Batteries have MSDS's
Here is an example of an MSDS that I guess is actually for the LED itself!

Anyways... Find the name of the LED manufacturer and it's model number or part number and locate the company online. Then call them and ask them to e-mail you an MSDS for that Part.
